PhilHealth for OFWs Abroad — Overseas Programme Guide 2026
PhilHealth's Overseas Programme provides affordable healthcare coverage for OFWs and their dependents in the Philippines. With contributions as low as PHP 4,800 per year, OFWs get hospitalisation benefits, outpatient coverage, and Z-benefit packages for catastrophic illnesses.
Mandatory: Under Republic Act 11223 (Universal Health Care Act), PhilHealth membership is mandatory for all Filipinos, including OFWs. Your contribution is based on your declared monthly income abroad.

For OFWs, the premium rate is 5% of monthly income with a floor of PHP 400 and ceiling of PHP 5,000/month. OFWs pay the full premium (no employer share).

How to Register / Pay Abroad
Registration
- Register online at philhealth.gov.ph or the PhilHealth Member Portal
- Present your PhilHealth ID Number (PIN) at the POLO/MWO office at the Philippine embassy
- For new members: bring passport, OEC, and completed PMRF (PhilHealth Member Registration Form)
Payment Options Abroad
- POLO/MWO offices at Philippine embassies
- Online banking through Philippine bank accounts (BDO, BPI, Metrobank)
- GCash / Maya — pay via mobile wallet
- Bayad Center / 7-Eleven — have family pay in the Philippines
How to File Claims
- Your dependent in the Philippines gets treated at a PhilHealth-accredited hospital
- Present the PhilHealth ID or MDR number at the hospital
- For accredited hospitals: benefits are automatically deducted from the bill
- For non-accredited facilities: file a claim within 60 days at the nearest PhilHealth office
- Required: official receipt, claim form, medical records, PhilHealth MDR
