Emergency Travel Document from Philippine Embassies

An Emergency Travel Certificate (ETC) is a temporary travel document issued by Philippine embassies and consulates to Filipino citizens who need to travel urgently but cannot use their regular passport. It is typically a one-way document valid for return to the Philippines.

Important: An ETC is not a passport replacement. It is a single-use, one-way document primarily for return to the Philippines. It cannot be used for multi-country travel.

When Is an ETC Issued?

  • Lost or stolen passport: When you need to return to the Philippines urgently and cannot wait for a replacement passport
  • Expired passport: If your passport has expired and you need to travel immediately
  • Damaged passport: Passport too damaged for use but you need to travel
  • OFW distress: Workers who need to be repatriated urgently
  • Deportation/removal: When required by immigration authorities of the host country
  • Medical emergency: Urgent medical evacuation to the Philippines
  • Death of family member: Emergency travel for bereavement

  • Police report (if passport was stolen)
  • Affidavit of Loss (can be executed at the embassy)
  • Any form of identification (photocopy of passport, driver's licence, company ID)

  • Proof of Filipino citizenship (PSA birth certificate, old passport copy, voter's ID)
